Jayati Ghosh: The Case for a ‘Pay-Where-You-Play’ Tax System

By | September 10, 2026

On August 3, Jayati Ghosh, writing for Project Syndicate, wrote about how the proposed United Nations Framework Convention on International Tax Cooperation could make “global tax cooperation more inclusive and effective.”

Jayati’s article explains how both developed and developing nations would be able to seize more tax revenue from both multinational corporations and uber-rich individuals to be able to support programs and development at home. This ‘pay-where-you-play’ tax system would be a welcome remedy to extractive business practices that shunt wealth off-shore to avoid paying taxes on income in a nation.

The Group of 78 will be hosting a webinar discussing this topic, Toward a fairer global economy: the crucial role of international tax reform with Dennis Howlett, Toby Sanger, and Daniel Komesch on Thursday September 17 at 1 PM ET. Register HERE.
