Join the Group of 78 on Thursday, September 17 at 1:00 PM ET and two expert panelists as they discuss the UN Tax Convention which will require a substantial reform of the international tax rules. This process marks a pivotal moment in efforts to reform the global tax system, aiming to make international tax governance more inclusive, transparent, and responsive to the needs of all countries – not just the wealthiest. For low- and middle-income countries, the rules have often been shaped without sufficient representation or consideration of their realities.

Our panelists include Dennis Howlett, Treasurer for Global Alliance for Tax Justice, and Toby Sanger, former director of Canadians for Tax Fairness. Ted Jackson, Chair of the Group of 78 will moderate the discussion.

Dennis Howlett has a long history of campaigning to improve the lives of middle and lower-income Canadians while recommending higher taxes for wealthy individuals and corporations. He has served as Executive Director of Canadians for Tax Fairness, and prior to that was the National Coordinator of Make Poverty History Canada. Dennis has served as Executive Director of the National Anti-Poverty Organization and is a graduate of the University of Toronto with degrees in Master of Education and Bachelor of Arts. Some of his publications include “Tax Fairness Key to Rebuilding Canada” in The Great Revenue Robbery (Between the Lines: 2013) and “Moving Forward on Poverty Reduction” in Canadian Review of Social Policy (Fall 2006).
Toby Sanger was the executive director of Canadians for Tax Fairness from 2018 to 2022 and also served on the steering committee of the Independent Commission for the Reform of International Corporate Taxation. Before that, he worked as the economist for the Canadian Union of Public Employees, as chief economist for the Yukon government, as a college lecturer in economics, as principal economic policy advisor to the Ontario Minister of Finance, as a financial researcher at the House of Commons, and as a consulting economist on labour, environmental and First Nations issues.
Ted Jackson is Chair of the Group of 78. He is Senior Research Fellow at Carleton University, Honorary Associate of the Institute of Development Studies, and President of E.T. Jackson and Associates, a consultancy. His current research interests include plurilateralism and emerging middle powers, jobs in the energy transition, gender incentives in climate finance, and community-campus partnerships for affordable housing.
