When Mark Carney made this pledge on the campaign trail, many of us believed him. But his recent federal budget, just passed in the House of Commons, reduces Canada’s development assistance spending by nearly $3B over four years. Not only that, but it makes a special point of cutting funds for global health—with no clear rationale for doing so.

This targeting of health services for women and children in developing countries—initiatives that are supported by Canada and demonstrate leadership and innovation—comes at exactly the wrong time: in the wake of the dismantling of USAID, previously the world’s biggest health-sector funder, and the slashing of European aid programs. Why has the government made this choice, what implications does it have for vulnerable communities on the ground, and is there a way to reverse this decision?
